NCCPA /CPC – MS/2026

13th April, 2026.

To,

Shri. Pankaj Jain,
Member Secretary
8th Central Pay Commission,
Chanderlok Building
Janpath
New Delhi 110001.

Sir,

Sub: Rectification of Technical Issues in the Portal for 8th CPC Memorandum Submission.

We sincerely thank the Commission for Increasing the character limit from *3,500 to 10,000, and Enhancing the attachment size from **2 MB to 10 MB*. These measures significantly improve the scope for detailed submissions. However, we are constrained to bring to your kind notice, the following on the issue under reference for urgent remedial action please.

*Lack of Provision for Sub-Questions / Sub-Themes*

The current structured format of the memorandum submission portal does not adequately facilitate responses to multiple sub-questions or sub-themes under each main theme. And as a result, Restricts comprehensive and systematic responses, Limits the ability to address all aspects of a theme and naturally Affects clarity and completeness of submissions.

Therefore, It is requested that:

* A clear and structured provision be incorporated,

* Respondents be enabled to address each sub-question/sub-theme separately and the system allows “flexibility without restrictive formatting constraints.

As the *last date for submission of the 8th CPC memorandum is fast approaching, this issue requires *immediate rectification* to ensure effective participation by all stakeholders.

Early resolution of the above technical issue will enable respondents to submit “complete, structured and meaningful memoranda’, thereby supporting the Commission’s objective of inclusive consultation.

With kind regards,

Yours sincerely,

K G Jayaraj
