Subject: Master Circular on Identification of Sensitive Posts and Rotation of Officials Holding Sensitive Posts.

The Central Vigilance Commission as part of its mandate of effective superintendence over the vigilance administration of the organisations covered under its advisory jurisdiction, has issued a number of guidelines, circulars etc. from time to time, about the procedure for identification of sensitive posts and rotation of officials holding sensitive posts.

2. The Commission, in order to ensure ease of reference about the procedure for identification of sensitive posts and rotation of officials holding sensitive posts, has consolidated, updated and revised the earlier guidelines, circulars etc. issued by it on the above mentioned subject. The same have been compiled in the form of Master Circular No 09/MC/2026 titled ‘Identification of Sensitive Posts and Rotation of Officials Holding Sensitive Posts‘ which is enclosed to this Office Memorandum. With the issuance of this Master Circular, all earlier guidelines, circulars etc. issued by the Commission on the above mentioned subject, stand superseded.

3. The Commission welcomes suggestions and inputs on the Master Circular. Any communication or clarifications sought in this regard may be addressed to ‘The Secretary, Central Vigilance Commission’.

CONTENTS

SHORT TITLE, APPLICABILITY AND COMMENCEMENT

This circular shall be referred to as the ‘Master Circular on Identification of Sensitive Posts and Rotation of Officials Holding Sensitive Posts’. This circular shall be applicable to all ministries, departments and organisations of Central Government, covered under the jurisdiction of the Central Vigilance Commission (hereinafter called as the Commission) and shall come into effect from the date of its issuance.

2. PURPOSE

This circular is being issued in supersession of all earlier circulars / guidelines / office orders / letters etc. issued by the Commission from time to time regarding Identification of Sensitive Posts and Rotation of Officials Holding Sensitive Posts and is aimed at bringing clarity about the same.

3.0 IDENTIFICATION OF SENSITIVE POSTS

3.1 The Commission, as part of its superintendence over vigilance administration of the organisations covered under its advisory jurisdiction has been emphasizing on the importance of Preventive Vigilance Mechanism to bring about transparency, objectivity and efficiency in the functioning of the organisations. Identification of sensitive posts and rotational transfer of officials holding such posts is one of the tools for effective preventive vigilance. Periodical rotation of officials holding sensitive posts would help prevent developing of vested interest by the officials and would also reduce the scope for indulging in corrupt activities.

3.2 In view of the everchanging scenario and increasing use of technology in the functioning of organisations, it is important that the list of sensitive posts is reviewed and updated at regular intervals.

3.3 It is, therefore, advised that the Chief Executive [Secretary in the case of ministry / department and Chief Executive Officer (Chairman cum Managing Director / Managing Director etc.) in case of any other organisation], in consultation with the CVO, should undertake an exercise to identify sensitive posts in the organisation. An exercise to review and identify sensitive posts should be conducted after an interval of every three years or earlier, if the need arises.

4.0 ROTATIONAL TRANSFER OF OFFICIALS HOLDING SENSITIVE POSTS

4.1 In order to promote probity, transparency and objectivity in the functioning of government organisations, it is to be ensured that periodical rotational transfers of officials holding sensitive posts is undertaken at regular intervals by each organisation. The officials holding sensitive posts should be rotated / transferred on completion of a period of three years on such posts. No official should be retained at the same sensitive post for unduly long period by the authorities concerned in the guise of indispensability, etc.

4.2 It is clarified that the Commission’s guidelines are for transfer of an official from a sensitive post after completion of three years and not for transfer from the station. Transfer of an official from one station to another station is to be governed by the transfer policy of the organisation concerned.

4.3 The Chief Executive of the organisation has to ensure that the guidelines, as stated in this circular, relating to identification of sensitive posts and periodical rotational transfer of officials holding such sensitive posts, are implemented in letter and spirit.

4.4 Action taken in compliance of the guidelines, as stated in this circular, is to be intimated to the Commission, by the CVO concerned, in the online Quarterly Performance Report (QPR) being submitted to it. In case of non-implementation of these guidelines, the same should also be brought to the notice of the Commission by the CVO, through a separate communication, addressed to Secretary, Central Vigilance Commission.
