10 मार्च 2026 को नई दिल्ली में माननीय राज्य मंत्री (पीपी) की अध्यक्षता में आयोजित स्वैच्छिक एजेंसियों की स्थायी समिति (SCOVA – स्कोवा) की 35वीं बैठक के दौरान, पारिवारिक पेंशन नियमों में अद्यतन (संशोधन) के संबंध में महत्वपूर्ण चर्चा की गई।
मुख्य एजेंडा: ट्रांसजेंडर आश्रित (मद संख्या 23)
पेंशन एवं पेंशनभोगी कल्याण विभाग (DoP&PW) द्वारा प्रस्तुत किया गया एक प्रमुख नया एजेंडा, पारिवारिक पेंशन की स्वीकृति के उद्देश्य से ट्रांसजेंडर बच्चों को आश्रितों के रूप में मान्यता प्रदान करना था।
वर्तमान स्थिति और निर्णय
- नियमों का सरलीकरण: पेंशन एवं पेंशनभोगी कल्याण विभाग (DoP&PW) वर्तमान में सीसीएस (पेंशन) नियम, 2021 के नियम 50 को सरल बनाने और उसे फिर से लिखने पर कार्य कर रहा है, जो सीधे तौर पर पारिवारिक पेंशन से संबंधित है।
- आवश्यक परामर्श: ट्रांसजेंडर आश्रितों को शामिल करने के संबंध में कोई भी अंतिम कार्रवाई या आधिकारिक संशोधन व्यय विभाग (DoE) और विधि कार्य विभाग (DoLA) के साथ गहन परामर्श के बाद ही किया जाएगा।
