OFFICE MEMORANDUM
Subject: The Lokpal and Lokayuktas Act, 2013- Submission of declaration of assets and liabilities by CSS officers for each year- regarding.
CSS officers may refer to DoP&T’s O.M. of even number dated 7.1.2015 and 9.4.2015 on the subject mentioned above.
2. All CSS Officers have been advised to file information and returns regarding movable and immovable property under the Lokpal and Lokayuktas Act. 2013 as on 1.8.2014 through the online module in the web based cadre management system hosted at cscms.nic.in The system is hosted in the NIC server.
3. Several telephonic messages have been received regarding slow speed of the system making it difficult for officers in filing the return. As the system is accessed by thousands of officers at the same time during officer hours, it makes the system slow. This Department is taking up the issue of slow speed of the system with NIC authorities for upgradation of the server. At the same time. it is also informed that as it is online system, officers may try filing their return after office hours and on holidays when the system is less congested.
4. Officers also advised to use “Google Chrome” browser to access the system as it runs better in this browser.
5. In case of any difficulty, nodal officers may contact CMC officials who have developed Web Based Cadre Management System at Telephone No. 24629890.
