Sir,

Sub: – Implementation of recommendation of 7th CPC – Fixation of Pay and Payment of arrears in respect of – (a) Autonomous organisations (b) Central Government Employees who are working in Autonomous bodies on deemed deputation.

1. Please refer to the Government of India, Department of Finance & Department of Expenditure Resolution No. 1-2/2016-IC dated 25.07.2016 bringing out the decisions of  the Government on the recommendations of 7th Central Pay Commission as well as consequent promulgation of the Central Civil Services (Revised Pay) Rules 2016, notified vide G. S. R. No. 721(E) dated 25th July 2016 regarding fixation of pay in the revised pay structure effective from 01.01.2016.
2. Every time, when Revise Pay Rules in respect of Central Government Employees are used, the Government used to issue separate orders regarding the extension of those benefits to the employees of Autonomous Organisations etc. whose pattern of emolument structure are identical to those of the Central government employees. Last time the Revised Pay Rules was issued on 30.08.2008 and orders extending the benefit to similarly placed employees of Autonomous bodies was issued on 30.09.2008. This time even though the Revised Pay Rules are issued on 25.07.2016, till this day i.e. even after a lapse of more than one month orders regarding Autonomous bodies is not issued.
3. Further it is reported that the employees of working at Central Food Laboratory, Kolkata (Health and Family Welfare Department, Government of India) who are on deemed deputation has not been paid the Revised salary for the month of August 2016 in terms of CCS (RP) Rules 2016 by the Director, Central Food Laboratory. Director, CFL has issued orders to draw the pay on the basis of pre-revised pay even in respect of those Central Government employees working at CFL who are on deemed deputation. He has equated employees of the Autonomous organizations with the employees on deemed deputation.
Above action of the Director, CFL, Kolkata appears to be not in conformity with the Para- 7 of OM No. 1-5/2016-IC dated 28.07.2016 in letter and spirit.
4. In view of the above, it is requested that clear instructions may be issued to all Ministries regarding applicability of CCS (RP) Rules 2016 in respect of
(a) Employees of Autonomous Bodies
(b) Central Government employees who are on deemed deputation to Autonomous bodies.

    This is the worst government, making the govt employees feel as if we take free salary home. And shocked to see this modi govt attitude towards autonomous organizations which are involved in nation building through critical fields like scientific research. It means you are not rewarding your scientists duly and in fact insulting them. It is just shameful to see Modi govt such attitude towards science and research. This govt is stealing money from its employees while theives are roaming free. Autonomous bodies are least corrupt, and here they are not revising the salary!

      As per the Govt. attitude towards autonomous scientific and technological institutions, it seems that research and development is not required in this country at all. This is a right time to think over the issue and act accordingly.

  • Where is the said reminder letter from Mr.Krishnan directly to the Finance Minister? Has it not been printed in our Staff news?I am glad to know from the above comment that the issue of pensioners of Autonomous bodies also has been taken up.As many members have been suggesting ,in order to get a quick and positive response ,the representation should be sent to the PM.Mr.Krishnan may kindly do the needful for the success of the task taken up by him.

    i really hope a letter and request to Honourable Parliamentarian Shri.Subramanyam Swami Ji will be helpful. Please also send requests to Honourable Shri.Subramanyam Swami Ji. Our Honourable Prime Minister Narendra Modiji will definitely respond to his request.

      Ab Diwala nikal gaya bhai. Kaheki Diwali. No bonus order also till date. CG employees have received bonus for FY 15-16 & differential for FY 14-15. Even Railway employees have received bonus. Autonomous body employee are negligivle and dont even matter as the no. of autonomous body employees is comparatively less. and the unions are mostly Central Govt. unions. No specific autonomous body employee unions are there. So no lobbying.

  • In my opinion there are many employees union in various autonomous bodies. First let all the unions sent letter to PMO and finance minister.If it is not materialse then individuals may submit the request.

    kind attention all employees and pensioners are hereby humbly requested to a send a representation individually to our Honorable prime minster for implementation of seventh pay commission scales to autonomous bodies, let flood the PMO with our representations, Modiji is a kind hearten he will surely give us justice

  • There are about 400 total central autonomous institutions in India. Even if one assumes 300 employees per institution then, the total employees of autonomous institutions will be about 0.12 million. This is just 1.6% of the total number of Central Government employees (Railway employees ~ 1.34 million + Defense (active+reserve+ paramilitary) personals ~ 4.8 million + employees in other ministries ~1.4 million= Total 7.54 million). So, the Govt has implemented 7CPC to its 98% employees but, finding it burden to implement this to its its remaining 1.6% employees.

      Sir that is so nice presentation. And addition to above the Govt. feels that 98% work more than 1.6% employees. whereas the workload here is more. I have friends in many other Central Govt. org. They are amazed whether I work in an Autonomous boy (Govt.) or a Pvt. organisation because of the work culture in Autonomous bodies. Also the Seniors in Central Govt. are helpful and are true leaders. whereas those here are bosses and bossing is only they can do. Most of Autonomous bodies are run like Proprietorships where employees have no Human Rights.

  • Will the govt implement much delayed 7th cpc to autonomous bodies before deepavali.

  • Initiation is good. Did we got any reply from less hearing govt? This govt have kept the employee welfare at 3rd front. Govt side just please use the proper hearing aid and justify the other govt staff too. Without govt staff welfare, actually ruling is not ok.

    Dear Krishnan Sir,

    Requesting you to kindly send one more reminder with staff news link..so that our government and finance ministry will see how all autonomous body employees are mentally & financially depressed and how they all waiting for the implementation of 7th CPC. They must think about the middle and low cadre people and their financial level impacts..
    Requesting you once again..please please send one more remainder with all our queries in staff news portal..

    I am requesting as One of the most imapacted and depressed person from Autonomous Body of GOI..

    Thanks for the information and you are done a great job from on behalf ofour repesent to concern Ministry but still there is no response from the GOI to implement the & 7th Pay commission for Autonomous Bodies,we all hope the same before the Dusshera Festival

  • Sir please remind the Finance Ministry again as it is more than 15 days since you wrote the letter to Finance Ministry, no action taken by them so far.

    Is the GOVT sleeping over implementation of 7th CPC for autonomous bodies. The letter for clarification was sent on 20th September but I just see no reaction from the GOVT side regarding the above issue. How callous!!!!

    Even after the this letter is our GOVT is thinking of something at all? What are they thinking that science studies that does have production just like PSUs are not working for the GOVT. Who are those illiterate persons in the ministry or in the advisory committee they must be turned down to the lowest level of hierarchy in their office, they simply not eligible to hold that position.

    Sir, the heads of big autonomous bodies like ICAR,CSIR. HRD (Kendriya Vidyalaya Sanghathan) are already their pay as per 7th pay commission recommendation. So they are least bothered baout the staff staff working under them. They just busy in appeasing their respective ministers without sparing a moment to think about the career enhancement, stagnation problem or any thing which is due to their staff.

    it appears that Government is reluctant to endorse the recommendations to the Autonomous bodies. The delay is unprecedented. How the allowances will be calculated, once revised. The staff of autonomous bodies are feeling cheated and should prepare to agitate.

    Govt is soon to announce 2% DA before dussehra festival i.e. before October 11. How the autonomous bodies will give the DA as DA of 2% is calculated based on 7th pay salaries

    When the Govt is clearly restricting the pay scale of these autonomous bodies at par with the CG employees, what is the logic for a seperate adoption communication. As usual Govt ways are always not so easily understandable!
