Sanctity of these guidelines not so farfollowed honestly. There are displeasure among many neglected employees due to these types of irregularities.
Knowlege & devotion to Railway is not appreciated.Assests created are not having longivity & good quality. Team is formed by posting of members even not having professional experience and good intigrity.Prefence to inexperienced junior in place of experienced seniors not for railways interest but for certain groups. APAR is reported /reviewed mainly in a vidictive way in many cases with ulterier motives. Persons who were punished and censured for insubordination or doubtful initigrity are writing APARs of genuine employees. These things needs to be looked into by improving system.
