Will the Minister of Finance be pleased to state:

(a) whether Government has not considered para 1.22 contained in 7th Central Pay Commission (CPC) report which recommended that pay matrix of Central Government employees may be reviewed periodically without waiting for long period of 10 years on the basis of Aykroyd formula;

(b) if so, whether Government would constitute Eighth CPC in view of the highest inflation in last 30 years and constitution of Seventh CPC in the year 2013;

(c) if so, the details thereof; and

(d) if not, the reasons therefor?

(a): The Government has not considered this issue while according the approval of the revision of pay and allowances based on Seventh Central Pay Commission.

(b) to (d): No such proposal is under consideration with the Government for constitution of Eighth Central Pay Commission for the Central Government employees.

क्या वित्तमंत्री यह बताने की कृपा करेंगे कि:

(क) क्‍या सरकार ने 7वें केंद्रीय वेतन आयोग (सीपीसी) की रिपोर्ट में शामित्र पैरा 1.22 पर विचार नहीं किया है, जिसमें यह सिफारिश की गई थी कि केंद्र सरकार के कर्मचारियों के वेतन मैट्रिक्स की एक्रोयड फॉर्मूले के आधार पर 10 साल की लंबी अवधि की प्रतीक्षा किए बिना ही इसकी समय-समय पर समीक्षा की जाए;

(ख) यदि हां, तो क्या सरकार पिछले 30 वर्षों में मुद्रास्फीति की उच्च दर और वर्ष 2013 में 7वें केंद्रीय वेतन आयोग के गठन को ध्यान में रखते हुए आठवें केंद्रीय वेतन आयोग का गठन करेगी;

(ग) यदि हां, तो तत्संबंधी ब्यौरा क्या है; और

(घ) यदि नहीं, तो इसके क्या कारण हैं?

(क): सरकार ने सातवें केंद्रीय वेतन आयोग के आधार पर वेतन और भत्तों के संशोधन को मंजूरी देते समय इस मुददे पर विचार नहीं किया है।

(ख) से (घ): केंद्र सरकार के कर्मचारियों के लिए आठवें केंद्रीय वेतन आयोग के गठन से संबंधित ऐसा कोई प्रस्ताव सरकार के पास विचाराधीन नहीं है।

SETTING UP OF EIGHTH CENTRAL PAY COMMISSION

Will the Minister of Finance be pleased to state:

(a) whether between January 2016 and January 2023, the pay and pension of Central employees increased by just 42 per cent, whereas, over this same period, the per capita income of country had climbed by 111 per cent:

(b) if so, the details thereof,

(c) whether as recommended by last three Central Pay Commissions, future pay revision should be done when DA/DR reaches 50 per cent or more than basic pay to neutralize the impact of inflation; and

(d) as the rate of DA/DR is projected to cross 50 per cent or even more from January 2024, whether the Central Government proposed to set up Eighth Central Pay Commission, if so, details thereof?

(a) & (b): Dearness Allowance (DA) and Dearness Relief (DR) is paid to Central Government employees and pensioners to compensate them for erosion in the real value of their pay and pension on account of inflation. These rates were increased to 42% of the pay and pension in January, 2023. The rates of DA/DR are revised periodically at every six months on the basis of All India Consumer Price Index for Industrial Workers (AICPI-IW).

(c) & (d): No such proposal is under consideration of the Government.

आठवें केंद्रीय वेतन आयोग का गठन

क्या कित्त मंत्री यह बताने की कृपा करेंगे किः

(क) क्‍या जनवरी 2016 से जनवरी 2023 के दौरान केंद्रीय कर्मचारियों के वेतन और पेंशन में केवल 42 प्रतिशत की वृद्धि हुई है, जबकि इसी अवधि में देश की प्रति व्यक्ति आय 111 प्रतिशत तक बढ़ गई थी;

(ख) यदि हां, तो तत्संबंधी ब्यौरा क्‍या है;

(ग) क्‍या विगत तीन केन्द्रीय वेतन आयोग की सिफारिशों के अनुसार मुद्रास्फीति के प्रभाव को कम करने के लिए महंगाई भत्ता/महंगाई राहत का मूल वेतन के 50 प्रतिशत या उससे अधिक हो जाने पर भावी वेतन संशोधन किया जाना चाहिए; और

(घ) चूंकि महंगाई भत्ता/महंगाई राहत की दर जनवरी 2024 से 50 प्रतिशत या उससे भी अधिक होने का अनुमान है, क्या केंद्र सरकार का आठवें केंद्रीय वेतन आयोग की स्थापना का विचार है, यदि हां, तो तत्संबंधी ब्यौरा क्‍या है

(क) और (ख): केंद्र सरकार के कर्मचारियों और पेंशनभोगियों को महंगाई भत्ते और महंगाई राहत का भुगतान मुद्रास्फीति के कारण उनके वेतन और पेंशन के वास्तविक मूल्य में हुए हास की क्षतिपूर्ति के लिए किया जाता है। इन दरों में जनवरी, 2023 में वेतन और पेंशन के 42% की वृद्धि की गई थी। महंगाई भत्ता/महंगाई राहत की दरें औद्योगिक कामगारों के लिए अखिल भारतीय उपभोक्ता मूल्य सूचकांक (एआईसीपीआई-आईडब्ल्यू) के आधार पर आवधिक रूप से प्रत्येक छह महीने में संशोधित की जाती हैं।

(ग) और (घ): सरकार के पास ऐसा कोई प्रस्ताव विचाराधीन नहीं है।
