Sub: Introduction of SAMPATI (System for Asset Monitoring, Presentation, and Tracking- eAsset Register), a new initiative for Civil Ministries and Departments.
The undersigned is directed to inform regarding the new digital initiative for Asset Management viz. SAMPATI (System for Asset Monitoring, Presentation, and Tracking-eAsset Register), developed by GIFMIS-PFMS. The aim of SAMPATI Module is to enable Central Govt. Ministries and Departments to maintain real-time visibility into their asset portfolios, facilitating informed decision-making and proactive maintenance strategy.
2. SAMPATI has been designed for Civil Ministries/Department for management of the entire life cycle of Physical/Non-Financial assets including the legacy assets and CWIP (Capital Works in Progress) assets under their control. The framework of development of this module is based on O/o CGA O.M. No. 3(2)/e-Assets Register/ARC/2017-2018/994 dated 20-09-2017 (copy enclosed). In addition to above, SAMPATI has been linked with GeM Portal and PFMS through integration which will facilitate the smooth asset details data traveling through GeM and automated payment details linkage from PFMS for all those physical assets procured through GeM and paid through PFMS.
3. The SAMPATI Module has been rolled out successfully on pilot basis in Ministry of Health, PAO(NH) of M/o Road Transport and Highways, PFMS HQ and INGAF in M/o Finance.
4. A demo for introduction and flow of e-Assets Register of the SAMPATI module is scheduled on 25.08.2025 at 11 A.M for all Controllers through a virtual meeting. Link of WEBEX meeting will be sent through email along with this Office Memorandum.
5. All Pr.CCAs/CCAs/CAs with independent charges are hereby requested to direct officials in their offices to participate in the above-mentioned online Demo and arrange to share the meeting link with them.
