Sub: Grant of Special Casual Leave (SCL) to supporting staff (Coaches, Sparring partners etc) for training of an athlete, who is under TOPS Scheme.
In view of India’s bid to host the 2036 Olympics and its goal of becoming a top-ten medal-winning nation in Olympics, the Ministry of Youth Affairs & Sports has launched several flagship initiatives like the Target Olympic Podium Scheme (TOPS), introduced in 2014 to provide technical and holistic support to elite athletes for Olympics. This office often receives requests from Sports Authority of India (SAI), National Sports Federations (NSFs), or elite athletes seeking Special Casual Leave (SCL) for coaches and sparring partners to support athletes’ preparation for major international competitions.
The matter has been examined in the Board’s office. In order to boost India’s performance in the Olympics and other major international events, it has been decided that on request from SAI, NSFs, etc. for granting SCL to a coach/sparring partner for training an athlete covered under the TOPS Scheme in preparation for the Olympic Games, Asian Games, World Championships or Commonwealth Games, SCL upto maximum limit of 180 days in a single spell may be granted to the coach/sparring partner by Railway Board. This scheme will be applicable only to sportspersons whose events (as mentioned above) are scheduled within the ensuing one-year period.
This is issued with the prior approval of DG(HR) and President/RSPB.
