भारत पेंशनर्स समाज (BPS) ने सरकारी अधिकारियों को नियमों में तत्काल संशोधन करने का स्मरण कराया है, ताकि विदेशी/एनआरआई पेंशनभोगी अपनी पंजीकृत ईमेल आईडी के माध्यम से वार्षिक जीवन प्रमाण पत्र जमा कर सकें। जुलाई 2026 के प्रस्ताव में उन गंभीर कठिनाइयों को उजागर किया गया है, जिनका सामना बुजुर्ग प्रवासी विदेश में भौतिक डाक और आधार-आधारित प्रमाणीकरण का उपयोग करते समय करते हैं। प्रमाण पत्र जमा करने की अवधि नजदीक होने के कारण, पेंशन भुगतान में रुकावट से बचने के लिए यह वैकल्पिक ईमेल सुविधा अत्यंत महत्वपूर्ण है। बीपीएस इस महत्वपूर्ण बदलाव को मंजूरी देने के लिए प्राथमिकता के आधार पर अंतर-विभागीय परामर्श का सादर अनुरोध करता है और इसकी वर्तमान स्थिति की शीघ्र जानकारी मांगता है।

Respected Madam/Sir,
Greetings from Bharat Pensioners Samaj!
Kindly refer to our letter dated 1 July 2026 on the subject cited above, through which Bharat Pensioners Samaj requested the introduction of an additional optional facility enabling Overseas/NRI Central Government pensioners and family pensioners to submit duly authenticated Annual Life Certificates through their registered email IDs.
The representation explained the serious practical difficulties faced by elderly pensioners residing abroad in using Aadhaar-based digital authentication or sending physical certificates through international post or courier. It also enclosed a proposed amendment to the relevant Office Memorandum for consideration.
However, no acknowledgement or response has been received so far. As the annual period for submitting Life Certificates is approaching, an early decision is essential to prevent hardship and possible interruption of pension payments to Overseas/NRI pensioners and family pensioners.
We, therefore, respectfully request that the proposal may kindly be examined on priority, in consultation with the Department of Financial Services, Reserve Bank of India, Ministry of External Affairs and other concerned stakeholders. Suitable instructions may please be issued permitting the submission of duly authenticated Life Certificates from the pensioner’s registered email ID to the designated official email address of the Pension Disbursing Bank.
We shall also be grateful if the present status of our representation and the action taken or proposed thereon could kindly be communicated to us at the earliest.
