Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:-

(a) whether the Government has outsourced dental services in Central Government Health Scheme (CGHS) dispensaries; 

(b) if so, the details thereof, State/UTwise including Delhi along with the terms and conditions fixed/adopted in this regard; 

(c) the details of payment made to these clinics for treatment of CGHS beneficiaries during each of the last three years and the current year/dispensary-wise along with the steps taken/being taken by the Government to ensure proper delivery of services as per the terms and conditions of the agreement; 

(d) whether the Government proposes to open a dedicated CGHS wing in the Central Government controlled hospitals including the All India Institute of Medical Sciences (AIIMS); and 

(e) if so, the details thereof along with the time by which it is likely to be opened and if not, the reasons therefor?

ANSWER

THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. HARSH VARDHAN) 

(a) & (b): Yes. The dental services in CGHS have been outsourced in 13 Wellness Centres (5 under Central Zone and 8 under South Zone) in Delhi for 22 dental procedures. The location wise details are at Annexure-I. CGHS Delhi has signed a Memorandum of Agreement with the private agency with detailed terms and conditions, which includes timings, guidelines and list of procedures along with rates. 

(c): Details are enclosed at Annexure-II. 

# CGHS has constituted Quality Control Committee and Review committee to supervise the activity of the outsourced agency as per Terms & Conditions. 

# Internal audit and enquiry have been conducted to ensure proper billing of expenditure and compliance of terms and Conditions by the private agency 

(d) & (e): There is no such proposal.
