Inclusion in CGHS: Proposal received from various institutions for inclusion and reaction of CGHS

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:-

(a) whether all the Central Government employees in the country are covered under Central Government Health Scheme (CGHS); 

(b) if so, the details thereof and if not, the reasons therefor; 

(c) whether the Government has received proposals from the various institutions/statutory bodies under Central Government including Kendriya Vidyalaya Sangthan regarding inclusion of their employees under the CGHS; 

(d) if so, the details thereof, institutionwise; and 

(e) the reaction of the Government on the above proposals?

ANSWER

THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. HARSH VARDHAN) 

(a) & (b): No. In general Central Government employees who are in receipt of salary from Central Civil Estimates and residing in CGHS covered area, are covered by CGHS facilities. It is not possible to extend CGHS coverage to all cities/areas due to resource constraints. 

(c) to (e): As per information available, a list of institutions who have requested for CGHS coverage is enclosed at Annexure. As per the Government’s existing policy, CGHS facility is not extended to these institutions in view of resource constraints, particularly the manpower. It is primarily the responsibility of these institutions to devise their own health schemes for their employees.
