SECURITY TO OFFICIALS IN MISSIONS ABROAD

Will the Minister of EXTERNAL AFFAIRS be pleased to state:-
(a) whether the Government has taken adequate steps to ensure the safety and security of officials in the consular offices and diplomatic missions in conflict stricken countries across the world and if so, the details thereof; 
(b) whether any such officials posted abroad have lost their lives in the line of duty in these strife-torn countries and if so, details in this regard; and 
(c) the details of emergency evacuations that had to be conducted to safely bring back such officials?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS [GEN. (DR) V. K. SINGH (RETD)] 
(a) The Government of India has taken several measures to ensure the safety and security of officials in the consular offices and diplomatic missions in conflict stricken countries across the world. Under Vienna Convention, the responsibility for security of foreign diplomatic establishments and officials lies with the host country. In some conflict stricken countries we have deployed paramilitary contingents with the approval of local governments. 
(b) Yes. We have lost six diplomatic officials of our Embassy/Consulates in Afghanistan in the terrorist attacks. In addition, 11 other Indian officials have also been killed in different attacks in Afghanistan. A list providing the details of these incidences is attached. 
(c) No emergency evacuation has been conducted for officials of our Missions in recent past. Last emergency evacuation of India’s diplomatic officials in a foreign country was from Afghanistan in 1996.

SUICIDE ATTACK ON INDIAN EMBASSY
July 7, 2008 A Vehicle Borne Improvised Explosive Device (VBIED) targeted the main gate of the Embassy of India in Kabul hitting a diplomatic vehicle. Following four Indian Officials lost their lives

(i) Counsellor V.V. Rao,

(ii)Defence Advisor Brig. R.D. Mehta

(iii) ITBP Constable Ajay Pathania

(iv) ITBP Constable Roop Singh

1. November 19-22, 2005 One employee of Border Road Organization (BRO) working under ‘Project Zaranj’ in Nimroz province, Afghanistan was abducted and killed by militants. Shri M R Kutty.

2008

1. January 3, 2008 A convoy of BRO Under Project Zaranj  was attacked by militants using Remote Controlled Improvised Explosive Devise (RCIED) and suicide bombers in which an Inspector and a Constable of ITBP were killed. 1.Inspector/GD Manoj Kumar Singh

3. April 12, 2008 A suicide bomber targeted a convoy of BRO near Minar camp on  way to Delaram killing a Superintendent and a Mason of BRO. 1. Supdt (BR-II) Shri Mahendra Pratap Singh.

4. June 5, 2008 A BRO convoy was attacked with a VBIED near Gurguri Complex while it was returning to the Camp. One Constable of ITBP was killed. 1.CT/GD Dev Kumar.

2010

1. February 26, 2010 Militants used VBIED and armed suicide bombers to attack the Indian Medical Mission (IMM) Guest House and Park Residency Hotel in Kabul. In the attack two Army Majors of IMM, 2 Indian diplomatic officials and 3 officials, one each from Power Grid Corporation (PGCIL), ICCR and Indian Education Mission were killed.   1. Maj.
