OFFICE MEMORANDUM

Subject: Recommendations of the 7th Central Pay Commission — bunching of stages in the revised pay structure under Central Civil Services (Revised Pay) Rules, 2016.

The undersigned is directed to say that in view of the recommendation of the 7th Central Pay Commission regarding bunching of stages in the revised pay structure, it has been decided that in cases where in revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised Pay Band and Grade Pay or scale, as the case may be, get fixed at same Cell in the applicable Level in the new Pay Matrix, one additional increment shall be given for every two stages bunched and the pay of Government servant drawing higher pay in pre-revised structure shall be fixed at the next vertical Cell in the applicable Level.
2. For this purpose, pay drawn by two Government servants in a given Pay Band and Grade Pay or scale where the higher pay is at least 3% more than the lower pay shall constitute two stages. Officers drawing pay where the difference is less than 3% shall not be entitled for this benefit.
3. As per illustration given in para 5.1.37 of the Report of the 7th Central Pay Commission, if two persons drawing pay of ₹ 53,000 and ₹ 54,590 in the GP ₹ 10,000 are to be fitted in the new Pay Matrix, the person drawing pay of ₹ 53,000 on multiplication by a factor of 2.57 will expect a pay corresponding to ₹ 1,36,210 and the person drawing pay of ₹ 54,590 on multiplication by a factor of 2.57 will expect a pay corresponding to ₹ 1,40,296. Revised pay of both should ideally be fixed in the first cell of Level 14 in the pay of ₹ 1,44,200 but to avoid bunching the person drawing pay of 54,590 will get fixed in second cell of Level 14 in the pay of ₹ 1,48,500.

    My basic pay as on 31-12-2015 was 17100/- including Rs.4600/- grade pay. I was promoted to the grade 4600/- in 2009. My friend who got promoted to 4600/- in 2014 and was drawing basic pay of Rs.14320/-,including grade pay of Rs.4600/-. After implementation of 7th cpc, both of us are drawing same pay Rs.44900/- w.e.f 01-01-2016. How to sort out this pay anomaly? Am I eligible for bunching benefit? could you kindly clarify?

  • In the OM No 1-6/2016-IC of the Department of Expenditure, Implementation Cell, there is no mention of the term 'Junior' or 'Senior'. It simple compares pay of two govt servants as on 31.12.2015.
    In 4600/- Grade pay (earlier), few officers who were getting pay as Rs 13,900 and Rs 14,900 get fixed at 44,900/- which is entry pay of 4600/- GP. Now, on 31.12.2015, if any officer drawing pay around 17140/-, then will he be given bunching benefit to the extent of 7 or 5 increments? Can anybody clear on this point.
    I think, this OM has very large effect in terms of pay fixation.

    My basic pay as on 31.12.2015 is 16260/- including GP Rs. 4600/- and my colleague whose pay are 14050/- including GP Rs. 4600/-. Both of us fixed at initial pay i.e. 44900/- on 1.1.2016. i have drawn more than 15 percent high pay than my junior. how many increments i have got as per bunching notification.

  • My basic pay as on 31.12.2015 is 18140 including Gp 4800 and my colleges whose pay are 14100 including Gp 4800. Both of us fixed at initial pay I.e 47600 on 1.1.2016. I have drawn 27 per cent high pay than my junior. How many increments I have got as per bunching notification.

    what about the employees who declares the option of fixation of 7 cpc pay from July 2016 loosing their arrears for getting benefit in the next level in the pay matrix table and after that the Government issued the Bunching increment benefit tables. Can they change the option then.. Because if the bunching increment benefit come they will get the arrears along with the same fixation that they opted on July. We submitted the option form before 31st August and the bunching increment order come into force on 7th September. So is it possible to change the option form..pl clarify

    is it required to have your junior working on same unit to compare for bunching effect ?
    and get the benifit. My Pay is 16230+5400 on 01.01.2016 in 6 CPC joining on July 2014, now fixed is 56100 on 01.01.2016 in 7CPC same as entry pay of any class one officer joined on or after 01.01. 2015. It should be 57800 on 01.01.2016 considering bunching effect.
    Please clarify…

    I promoted to grade pay 4600 on 01/01/2012. Now my junior promoted to the same grade on 01/01/2016 with basic pay 15610. He is getting revised pay Rs44900. On 01/01/2016 my basic was Rs 17780 and my revised pay fixed at Rs 46200. With this order can I get any benifit. Pl clarify.

  • What above those pensioners who could not serve for one year in their promoted post ,because of their superannuation and whose pension was fixed in the minimum of their pay scale in 6 th cpc,how their pension in 7 h cpc is to be fixed?
    According to pars 10.1.67 of the recommendation of 7 th cpc,their pension is to be fixed at 50%of the minimum pay matrix.Now pension has been fixed by multiplying factor of 2.57 which is below 50%of the pay matrix.Government may kindly issue suitable orders in this regard.

      If you were getting higher basic pay (3% or more) than any of your juniors in the pre-revised scale and now pay of your junior and yours have been fixed at the same stage then you are eligible for stepping up to one more increment as on 1.1.2016.
