An Order No. 15(25)/CASO/2015/D(MOV) dated 9″ January, 2019 was issued by Ministry of Defence, D(Mov) regarding the sanction of Risk and Hardship Allowance to CASO Cadre Officer (SCSO/CSO/CASO) in terms of MoD OM No 02(01)/2017-D (Civ.II) dated 29th May 2018. Since the allowance was extended to CASO Cadre, a clarification as to whether the concurrence of Ministry of Finance was obtained for the same, was sought for by this HQrs office.
2. Ministry of Defence, D(MOV) has, vide their MOD ID No. 15/(25)/CASO/2017/ D(MOV) dated 25th Nov 2019, clarified that the CASO/CSO/SCSO cadre officers was issued in terms of the MoD/ D (Civ-II) Om dated 29th May 2018, wherein the Min of Finance concurrence has already been obtained vide their ID No. A-27023/4/2017/E.II/7th CPC dated 10th May 2018 and 02850/050/5050 cadre officers be treated as Fire Fighting Staff for the purpose of subject allowance.
3. Therefore, a copy of Order No. 15(25)/CASO/2015/D(MOV) dated 9th January, 2019 and MOD ID No. 15(25)/CASO/2017/D(MOV) dated 25th Nov 2019 are forwarded herewith for information and further necessary action.

1. Kindly refer the following regarding subject matter:
(i) CGDA U.O. No. AT/II/2366/Risk & hardship Allowances/Vol-II dated 14 Feb 2019
(ii) This office order No 15(25)/CASO/2015-D (Mov) dated 09 Jan 2019
(iii) MoD/D (Civ-II) O.M. NO. 02(01)/2017-D (Civ-II) dated 29 May 2018.
2. In this context, it is intimated that the order in respect of CASO cadre Officers for the subject allowance was issued in terms of the MoD/D (Civ-II) O.M.- NO. 02(01)/2017-D (Civ-II) dated 29 May 2018, wherein the concurrence of Ministry of Finance (Department of Expenditure) vide their ID No. A-27023/4/201 7/E.1I 8/77 CPC dated 10 May 2018 and MoD (Fin/AG/PB) vide their Diary No. 28/AG/PB/2018,dated 24 May.2018 has already been obtained.
3. In view of the above, it is requested that necessary directives may please be issued to respective CDA Area Account Offices to treat CASO/ CSO/ SCSO cadre officers as Fire Fighting Staff for the purpose of subject allowance.
